Test at the centre of the deck rather than the edges. The edges stay lubricated long after the running line has gone dry, and testing there is why some owners are confident the deck is fine when it is not.

4. Step Two: Tension
Only if the deck is confirmed lubricated and the belt still sags. With the machine off, grip the belt at the middle of the deck and lift: two to three inches is correct. More than about four inches is genuinely slack.
If it is slack, unplug and turn each rear bolt a quarter turn clockwise — both sides by exactly the same amount, because equal turns change tension while unequal turns steer the belt sideways. Plug in, run at 3 mph, plant your weight on one foot, and see.

Treadmills measure belt speed with a small sensor at the front roller — typically a reed switch or optical sensor triggered by a magnet on the roller or the motor pulley. The controller uses that reading to hold the speed you asked for. If the sensor is dirty, loose, or its magnet has shifted, the controller receives a bad speed reading and responds to it.
